Should a Disaster or a State of Emergency be declared? Scenario
- The country has been experiencing waves of new COVID-19 variants that seek to avoid the vaccines that are being developed to combat it. The result is that the country faces periodic total lock-downs which has a devastating effect on the economy and extensive job losses. Angry mobs of unemployed people start roaming the streets and breaking into and looting food and liquor shops.
